Job Title: Humanitarian Access & Security Manager – Partnership (Syria Country Program)

The Humanitarian, Access and Security manager HASM for Partnership is responsible for providing support to all the existing and future IRC partners in Syria on the humanitarian, access and security functions. This includes, but not limited to development and/or revision of policies, security management plans, standard operating procedures and other HAS related tasks withpartners.
Under the support of the Humanitarian, Access, and Security Director (HASD), the HAS manager for Partnership will actively develop and roll out all initiatives related to capacity sharing with partners in collaboration with partnership and programs units. In addition, the HAS Manager will be supporting HAS gaps in North Syria when required and as advised by the HAS director.
Capacity Sharing with Partners
- Participate in the Partner Project Capacity Review process of potential partners and contribute to efforts to collaboratively analyze and manage material risks identified.
- Contribute to Partnership Project Opening, Review and Closure Meetings, including to review successes, challenges, and lessons learned with the partner, capturing effective HAS practices for future partnerships.
- Support capacity strengthening efforts of all implementing partners, including the development and delivery of appropriate training and capacity strengthening opportunities.
- Design and facilitate the delivery of high-quality learning programs in accordance with the HASD to support staff to gain the knowledge and skills they require to achieve programmatic and organizational objectives, improve the competence of IRC staff in safety and security risk management pertaining to external and internal risks, including program specific threats and vulnerabilities.
- Measure training progress by conducting pre and post evaluation of HAS capacity sharing initiatives.
- Coordinate between IRC colleagues and partner colleagues to facilitate HAS project support interventions as HAS focal point for IRC partners .
- Assess the situation in Syria by collecting information from formal and informal network and/or the team and/or electronic means (email, blogs, webpages, twitter, etc.)
- Manage the filing system/documentation of all HAS capacity sharing initiatives.
- Provide (or delegate) HAS training and mentoring support to partners, in accordance with partner project support plans, with a focus on supporting the partner to strengthen HAS systems and capacities that are responsive to the needs of the partner (rather than replicating IRC’s systems and policies).
- In coordination with the Senior Capacity Sharing Manager, support in the development HAS specific partner support plans and participate in any organizational development assessment and plans when applicable
- Contribute to robust stakeholder analysis processes and informed decisions in each outcome area as to whether working in partnership with local civil society, government, and private sector actors, or implementing services directly, or both, will produce the best outcomes for the people we serve.
- Ensure the IRC is learning from partners, including with respect to humanitarian access and security management.
Technical Support to the IRC team
- Provide technical support to HAS Team by filling in gaps in the field.
- Ensure that all HAS staff members understand and apply IRC’s partnership principles, and that staff with significant partnership components are guided by IRC’s partnership skills and approaches.
- Assist the HASD in various initiatives related to safety, security, risk, and humanitarian access management.
- At least 4 years of progressively responsible professional experience in similar role.
- Previous experience working with NGOS in the development/humanitarian sector, with knowledge of donor rules and regulations.
- University studies/ Higher education in Business administration or related field.
- Strong experience working in adult training/capacity building of local NGOs/partners
- Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution .
- Strong negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context.
- Strong remote management skills required.
- Diplomatic and strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity.
- Excellent presentation and training skills and proven track record in developing capacity of staff
- The ability to work under pressure and with employees from all levels.
- Very strong proficiency in MS Word, Excel, and PowerPoint is required.

- Analytical ability in creating effective solutions to complex matters while adhering to labor laws and internal policies.
- Strong interest and basic knowledge on the Syrian crisis and Middle East context
- Excellent written and oral communication in both English and Arabic are required.
- Travel: 60% to field sites in Syria and Turkey.
