It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations.

Position SummaryThe Operations Manager will oversee the project operations and administration including procurement, human resource functions such as hiring and orientation, and general program administration and logistics. This position will oversee procurement and recruitment integrity and compliance with MSI’s processes. The Manager will directly supervise the administrative staff in the field and will be the main point of contact for home office on procurement and human resource matters. This position reports to the Director of Finance and Administration.ResponsibilitiesBudgetary Responsibilities

  • Monitor the field office budget and provide required reporting.
  • Ensure that the project meets all MSI, USAID, and Jordon government requirements relative to USAID funds accountability and local law.
  • Develop, manage, and monitor project budgets and annual workplan.

Procurement Management

  • Manage and process all procurements in accordance with USAID rules and regulations as well as MSI procedures and policies, including preparation of bid documents, bid invitations, evaluations, recommendations, approvals and placement of orders.
  • Submit periodic reports as needed and requested by the HO.
  • Manage all leases and service agreements for the project including arranging meetings, price negotiation, follow-ups, preparing agreements.
  • Establish an inventory and ensure all durable good procured are properly tagged and included in the inventory.
  • Manage relationships with local vendors and service providers.
  • Review Purchase Orders for accuracy and completeness on a weekly basis and report any discrepancies to the Director of Finance and Administration.

HR Management

  • Oversee human resources activities affecting the project, including but not limited to the hiring, termination, benefit tracking and legal disputes involving current and former site office personnel.
  • Prepare welcome packages for out of country visitors and/or STTA personnel.
  • Serve as the Security Focal Point (SFP) on security for all staff, including providing debriefing to visitors while coordinating security issues with the HQ SFP.

Administrative and Logistics Management

  • Oversee administrative, logistical matters, to include coordination of travel arrangements and IT asset management.
  • Manage and organize facilities by ensuring the smooth running of office operations and procedures in compliance with MSI policies.
  • Manage all logistical arrangements for program events, domestic and abroad such as reserving rooms or conference venues, developing invitations, monitoring RSVPs, ordering food and supplies, arranging room set-up and conference services (e.g., interpretation), and serving as the main point-of-contact for attendees.

Team Management

  • Provide direct supervision to the PAJ operations team and all part time or full-time office support staff, including cleaners and drivers.


  • Bachelor’s degree in a relevant field required.
  • Minimum seven years progressively responsible experience in operations management with demonstrated supervisory skills required.
  • Prior operational management experience on USAID-funded contracts of a similar size.
  • Extensive knowledge of FAR, AIDAR, and 22 CFR 228 (procurement) regulations.
  • Experience managing and mentoring staff and ability to work well on a team.
  • Proficiency in Microsoft programs, i.e. Excel, Word, PowerPoint, Teams, etc.
  • Excellent organizational, analytical, oral and written communications skills in English and Arabic required.
